Wilistine Dargan, joined St. Mary’s Outreach Center May 2022 as Client Services Specialist. In January 2023, she was appointed as Executive Director. Wilistine is a graduate of Carin University and is currently attending St. Mary’s Ecumenical Institute pursing a MDIV degree. In 2019 she was ordained an itinerate deacon and appointed to Stevenson AME Church as senior pastor. She attended Rockhurst University receiving certificate from the American Humanities program for nonprofit organizational leadership. Wilistine worked at the University of Maryland School of Pharmacy, Center for the Study of Pharmacy and Therapeutics for the Elderly and the Elder Health Program as Administrative Assistant. She also worked for the Kansas City Missouri School District as Emergency Preparedness Coordinator; Empowerment Temple AME Church as, Executive Pastor and later volunteer as Director of Congregational Care and Members Service.

Bendu Kaba joined St. Mary’s Outreach Center following a remarkable summer internship with Ameri-Corps and Civic Works in 2023. Bendu has a bachelors degree in Psychology and Sociology, she is currently pursuing her Masters in Clinical Social Work at Columbia University. Her diverse experiences include roles at Johns Hopkins, Loyola Universitys Psychology departments and actively engaging in research, focusing on public health concerns impacting Baltimore City students. Bendu’s time at St. Mary’s Outreach Center ignited a passion for enhancing the well-being of the elderly population, motivating her to continue making meaningful contributions in this field.

Sybil Walker joined St. Mary’s Outreach Center in June 2023. She is a graduated from Arundel High School in June 1967 after receiving a diploma in the Business course. Sybil started working at the Justice Department in 1967. After moving to Baltimore, she worked for four different law firms before returning to the federal government in 1983. Sybil retired after working 25 years for U.S. Courts in 2009. In February 2012, she became a volunteer at Sinai Hospital working in the Compliance Department. Currently she is a volunteer at Empowerment Temple AME in the Media Ministry and Congregational Care. Working at St. Mary’s Outreach center helping seniors get all they are entitled is very rewarding to me. These should be their golden years where we as seniors shouldn’t have to be stressed about everyday living.

Pamela Bishop joined St. Mary’s Outreach Center in January 2023. Mrs. Bishop comes to SMOC with Executive Administrative Assistant experience. Her passion is to help and serve the people in her community. She currently works for Westport Community Economic Development Corporation as the Program Manager for the Clean Corps Project for Baltimore City where they take young black men off the street corners and give them a job in their own community. Pamela also works for Baltimore City Board of Elections where she assists with the training of election judges. She retired from the University of Baltimore after 25 years. She has worked for the University of Maryland Hospital, The Bendix Corporation and The Enoch Pratt Free Library. She is a graduated from the Fleet School for Secretaries in Annapolis, and attended Baltimore City Community College.
Board Of Directors

Reba Cornman, board co-chair, received her Master of Social Work from Boston University School of Social in the Gerontology Concentration. Most of her professional career was devoted to interprofessional education in the field of aging as director of the geriatrics and gerontology education and research program at the University of Maryland, Baltimore. The programs provided health professional students, professionals in the field of aging and family caregivers with educational opportunities about collaborative approaches to services and care. Reba retired in 2019. In addition to St. Mary's Outreach Center, she is on the board of two other nonprofits devoted to older adult programming.

Rev. Richard A. Mosley, Sr., board co-chair, is senior spiritual advisor at New Solid Rock Pentecostal Church in SW Baltimore. Rev. Mosley, has been a Baltimore activist since he moved here in 1992. He has worked as a professional human services administrator for more than 44 years in federal , state, and local governments and has ministered throughout the Baltimore area since 1994.

Emily Galik, secretary, has been a member of the St. Mary’s Outreach Center board since 2023. Emily is an attorney-advisor at the Board of Veterans Appeals in the U.S. Department of Veterans Affairs. In the past she was a Catalyst Fellow at Disability Rights Maryland, a summer law clerk with the Pension Benefit Guaranty Corporation, and an intern of Chief Judge Nannette Jolivette Brown of the Eastern District of Louisiana. She received her B.A. in history and political science summa cum laude from Tulane University and J.D. from the University of Pennsylvania. Outside of SMOC, she plays in the Baltimore Field Hockey Association's adult field hockey league and referees youth field hockey games.

Francena Bean-Waters is a retired Baltimore City Public Schools educator and former housing manager for the Housing Authority of Baltimore City (HABC). She is on the board of the Fieffe Foundation For Haiti (FF4H) and is the founder of the Greater Baltimore Section of the National Council of Negro Women, Inc. (GBS-NCNW) Spirit of A Woman: “Body, Mind, and Spirit!” Francena has served the GBS-NCNW as its president, treasurer, corresponding secretary and publisher/editor of their newsletter and handbook. She is also known as Queen Mother, initiated as “Queen” at the AAWOT Rites of Passage. Francena is a resident of St. Mary’s Roland View Towers representing their voice on the SMOC board. She is a graduate of the Maryland Institute College of Art (MICA) and holds a master’s from Morgan State University. (pending Francena approval)

Octavia Boone serves on concierge team at St. Mary’s Roland View Towers. She is the chief smile officer assisting residents, guests, vendors, and staff. Octavia spends her time as a volunteer at St. Edward Catholic Church where she coordinates a food pantry and fundraises for Susan G. Komen Breast Cancer Foundation as well as Memorial Sloan Kettering Cancer Center. After more than 20 years with Baltimore Marriott at Camden Yards, she retired and decided to dedicate her time to the community. She is an alumnus of Fleet Business School, Towson State University, and Ohio State University. (pending Octavia approval)

Tasha Cornish is driven by a passion for harnessing technology to advance community well-being. She has devoted her career to building bridges between innovation and social impact. As executive director of the Cybersecurity Association of Maryland (CAMI), she leads initiatives to strengthen our digital defenses and the regional cybersecurity industry. Previously, Tasha served as the executive director of St. Mary's Outreach Center. She is also a member of the Maryland Cybersecurity Council, the IT Advisory Board for the Maryland Comptroller, and Life Bridge Health's Leadership Society. Tasha earned a Master of Science in Public Health from Johns Hopkins University and resides in Hampden.

Jaime Ransohoff, joined the SMOC board in 2024. Jaime works for the Human Services Research Institute (HSRI) as a data analyst looking at health insurance claims records to inform government policy and increase transparency surrounding topics such as drug pricing and hospital finances. She has a passion for exploring large data sets and discovering the important insights hidden within. Jaime received her B.A. in Cellular Neuroscience and English Literature from Colgate University in 2018 and became interested in public health and human services while working at Brigham and Women's Hospital in Boston. She went on to receive a Masters' degree in a public health field from Johns Hopkins University in 2022. Jaime enjoys writing and art."

Sandra Simmons Sandy Simmons retired as Executive Director of St. Mary's Outreach Center where she worked for 14 years. She worked with helping older adults stay in their community through Information and one-on-one Assistance and Referral Services. As a Certified Information and Referral Specialist in Aging, she helped low-income seniors get assistance with all programs they were entitled to by working with other non-profits and government agencies.


Wanda Wilson served as a director of social work with local nursing homes and human resources administrator for a local teleservice company. She has been an adjunct faculty member with Community College of Baltimore County and Towson University since 1999 while working full-time. Wanda holds a B.A. in sociology from Slipper Rock University, and an MSW from the University of Pittsburgh. She is a member of the Miriam Chapter #47, Order of Eastern Stars Prince Hall Affiliation and the National Association of Social Workers National.

Kelley Ray has served on St. Mary’s Outreach Center board since 2020. She is manager for Medicaid communications for Sentara Health Plans in Virginia working remotely from Baltimore. Kelley has volunteered in the Baltimore political scene as campaign staff and candidate over the past few decades. Her role as program director at Civic Works Baltimore Energy Challenge exposed her to what seniors need to have a safe space to live. Kelley volunteers at St. Matthew Catholic church and coordinates the Diane Geppi-Aikens scholarship for a graduating senior at Parkville High School. She holds a bachelor’s from Towson State University and a master’s from University of Baltimore.
