  • Wilistine Dargan, Executive Director,  received a Bachelor Degree in Biblical Studies at Carin University in Langhorne, PA. She received a certificate in Nonprofit Organizational Leadership from American Humantics at Rockhurst University in Kansas City, MO. Wilistine worked as the Program Coordinator for the Kansas City, Missouri, School District's Safe and Drug-Free Schools. Her journey helping homeless families and seniors began in 2010, offering life skills coaching and resources to residents at the 2 God Be the Glory Women and Children Shelter. Wilistine is an ordained deacon in the 2nd Episcopal District of the African Methodist Episcopal Church and a volunteer on staff at Empowerment Temple AME in Baltimore, MD, serving as Director of Congregational Care and Member Services. Her ministry, "Shattered Not Broken,” is a testament to her life journey to help other women overcome barriers that hold them back and gain a new perspective as they start over again. Before her new role as executive director, she worked as a Client Services Specialist for St. Mary's Outreach Center. It was through that position that she gained insight into the needs of the clients they had been serving for the past few years. It has helped her develop programming with a more health-related focus, social needs, and educational support for the diverse group of older adults. 


  • Merrellayana Waters, Client Service Worker, has a master's degree in community health education from Metropolitan College of NY, focusing on urban wellness/ mental health. She has worked in advocacy and wellness education in New York for over 20 years. Merrellayana’s career began in Baltimore at the University of Maryland, Baltimore Urban League, and the Baltimore City Health Department. She has used her knowledge and expertise across various communities/ populations, including youth/ young adults, older adults, people with disabilities, people experiencing homelessness, and women. Ms. Waters has committed her life to serving others.


  • Sybil Walker, Client Service Worker, joined St. Mary's Outreach Center part-time in 2023. She retired from the U.S. Courts after 25 years in 2009. Sybil graduated from Arundel High School in June 1967 with a diploma in the Business course. After moving to Baltimore, she worked for four different law firms before returning to the federal government in 1983. Even in retirement, Sybil volunteers at her church, Empowerment Temple, and at Sinai Hospital, working in the compliance department. Sybil enjoys helping older adults access the resources they are entitled to. In her words, “These should be their golden years where they should not have to be stressed about everyday living.”


  • Pamela Bishop, Client Service Worker, joined St. Mary’s Outreach Center part-time in January 2023. She retired from the University of Baltimore after 25 years of service as an executive assistant. Even in retirement, she continues working with the Baltimore City Board of Elections, where she assists with the training of election judges. Currently, she is working for Friends and Family Medical Daycare. Pamela is a graduate of the Fleet School for Secretaries in Annapolis, and she attended Baltimore City Community College.
